There are quite a few good boarding schools in California other than the ones you mentioned. Virginia also has good schools, as well as East Coast in the Massachusetts and New Hampshire area. Depending on your daughter's qualifications and interests, there are quite a few choices to select from. And yes, once you have identified the potential schools, your daughter should apply to all of them as the competition from international students are quite high.。
